Northbound on 3rd Avenue at 3rd Street, Minnesota license ASJ 640 was parked in the bike lane outside Rick's Cabaret. I spoke briefly with the driver, who moved their vehicle. I then spoke briefly with the bouncers standing outside Rick's.
