Southbound on 3rd Avenue just north of 3rd Street, Minnesota license 758 XLP was parked in the bike lane; as I approached the vehicle to apprise the driver of their moral worth, they moved along. I noticed a traffic cone in the bike lane and removed it. I then returned to Rick's Cabaret four more times during the night and repeatedly found the traffic cone had been placed back into the bike lane. I removed it each time. As I finally headed home, I stopped to drop off a homeless care package for a person sleeping on the sidewalk.
